wp-scripts: Remove clean-webpack-plugin dependency.

What?

Closes #71065

Why?

clean-webpack-plugin has not been updated for 4 years and points to an outdated version of bable and webpack which contain vulnerabilities.

How?

Uses native clean configuration of webpack.

Nice refactoring. I resolved merge conflicts after updates to the CHANGELOG file applied in trunk. It's ready to go after I confirmed it works as expected in testing.
