When reordering through tabbing you can move the cards when you should not be able to edit

Behavior

As a user I don't login and I am able to edit the card by moving so but I receive an error from the backend saying I don't have the credentials.
To repeat behavior:

• Don't login
• Go to faq of events, groups or organization
• Tab until you can select a car and move up or down.
  The correct behaviour is that user can select card but move it up or down unless they are allowed to do so based on the rules in useUser canEdit method

@nicki182 @andrewtavis So I think that I have fixed the bug, but to make sure I created an E2E test file to make sure, and it ran fine for Chrome Desktop and iPad Landscape, but for both Webkit and iPad Portrait, all of the tests timed out, I couldn't really figure out how to fix this, so I was wondering if either of you had ever run into an issue like this and knew what was going wrong.
