Http1 server not progressing after reaching full buffer slot size

Describe the bug
Http1 server not progressing after reaching full buffer slot size and the client is getting stuck not being able to produce

To Reproduce
Steps to reproduce the behavior:

1. Setup ws in zilla
2. connect to ws endpoint and produce messages until reaches 65k
3. Can't produce after that

Expected behavior
No hang
