feat: add browser supports

Make picocolors have supports to browser, source code is from supports-color.

Sorry, but i use Android phone (via Termux). I cannot see what this is look in browser, but i assume this is look like in #53.

And i change my mind, maybe picocolors doesn't need a browser supports.
