API html files are included in the distribution

We've started copying thousands of files into dist/ which are now included in our per-SHA snapshots on GCS. We don't mean to distribute these.

also we need to clean up other packages, eg benchpress/doc/api

This is specifically happening on Travis, and should only be happening when we run pub publish
