LGTM, but the bug id in the title is misspelled. Updating to Jetty 9, IIRC, is not currently an option - I believe it's jdk8-only. |

Oops, fixed. It looks like 9.3 requires JDK 8, but 9.2 doesn't. Still, probably worth doing this when JDK 8 is required all at once. For now maybe moving to 8.1.x's latest is sufficient. |

## What changes were proposed in this pull request? Update Jetty 8.1 to the latest 2016/02 release, from a 2013/10 release, for security and bug fixes. This does not resolve the JIRA necessarily, as it's still worth considering an update to 9.3. ## How was this patch tested?
