This PR removes
bootstrap-tooltip.jswhich is no longer used.That script is replaced with
bootstrap.bundle.min.jsin SPARK-30654 ( #27370 ).Why are the changes needed?

How was this patch tested?
Manually checked whether tooltips are shown in the UI and no error message shown in the debug console.
