[SPARK-51398][SQL] SparkSQL supports sorting in the shuffle phase.

This is a draft pr, just to show the proposal in SPARK-51398

Note: This PR fully implements the features introduced in SPARK-51398. However, some code refactoring work still needs to be done, such as providing a partial data processing architecture. If this proposal is accepted, I will continue to do some refactoring work.
