Motivation / Implements
Apollo is updating our standards to require a CODEOWNERS file for every repo in our organizations. This PR adds a CODEOWNERS file to this repo. Please customize the proposed CODEOWNERS file as needed prior to merging.
The SecOps team plans to merge this PR during the week of 2023-11-20 if it is not merged prior to that week.
