Motivation: Having bumped into a missed CoW, having the allocation counter tests will be a useful way to validate when we hit and fix them. Modifications: - Add the alloc counter framework from NIO - Add three test cases - Add the CI hooks for the alloc counters Result: We'll have allocation counter tests
