Add reload button to promises in DevTools

DevTools should provide a button to reload() a fulfilled or rejected promise.

Closer investigation revealed that this will require significant changes to the way DevTools is integrated with React Async. Essentially it means even the methods such as reload need to go through the dispatcher and/or reducer.
