chore: automate releases with release-please

This is based on:

• chore: automate releases with release-please eslint-doc-generator#736

Follow-up fix:

• chore: use yarn in release-please #848

Status:

• Had a lot of trouble getting the first release PR to be correct:
  • I had to use a Release-As: 5.0.1 commit to get it to use the right version in the release PR instead of 1.0.0: f323ac9
  • But the release PR was including an old commit (4a005e1) that was already released, tried many variations of release-please-config.json with boostrap-sha to ignore old commits but didn't work, had to manually edit the release PR description/changelog: chore(main): release 5.0.1 #864 to fix it
  • Things are working correctly as of: https://github.com/bmish/check-dependency-version-consistency/releases/tag/v5.0.1
