Feature Request: Add Ctrl + R Reverse-i-Search for DevTools Console Command History

### Description

Brave's Dev Tools Console currently lacks a way to quickly search previously executed commands.

This is a feature developers may use in terminal environments like Bash, or the Node.js REPL via Ctrl+R reverse-i-search.

I think it'd be nice to have in Brave, as well.
