Why It Was Necessary

• Keep Go tooling up to date with latest patch release for improved vulnerability scanning accuracy
• Adopt newer versions of coverage and build automation tools to benefit from bug fixes and feature improvements
• Update CodeQL security scanning action to the latest release for enhanced security analysis capabilities

Testing Performed

• Verified all version updates reference valid release tags from their respective upstream repositories
• Confirmed .github/.env.base configuration file syntax remains valid after version bumps
• CI workflows will validate compatibility of updated tool versions automatically on next run
