Add package:process

This moves package:process from the flutter/packages to here. Note that package:process had originally been moved from
google/process.dart (flutter/packages#5095).

• initial move into this repo
• update the license file and file copyright headers
• update the package + pubspec metadata
• update repo and infra metadata
• update the AUTHORS file (as we're not preserving history from https://github.com/flutter/packages/commits/main/packages/process)

I had tried moving and re-writing the commits using git filter-repo, but it was crashing on one of the signed commits in flutter/packages.

It looks like that library is more for ergonomics of starting and using processes; this package is about making working with processes testable. I could see evolving the support in package:io into this package (but I don't think we need to solve that for the moment).
