Get owners from espresso and oracle, and a bug fix for teradata

First:
The major file changes are for Find owners for all Espresso and Oracle data sets. Added a new ETL process.

• A new wh_elt_job is addded: DATABASE_SCM_METADATA_ETL
• Two args are added and their values are set as below
  BASE_URL_KEY
  DATABASE_SCM_REPO_OUTPUT_KEY

Second:
Another change is to Allow Teradata to disable sample data collection, and also reduces Teradata sample data collection to certain weekdays. New arg TD_COLLECT_SAMPLE_DATA_DAYS is added. Also fix but for TD_LOAD_SAMPLE. The new logic is only when the LOAD_SAMPLE is enabled, and also the weekday matches, we collect sample data.
