Fix source file distribution

Currently trying to install DataJoint from a source file installation as made available in PyPI fails due to the fact that requirements.txt referred to by the setup.py is not included in the tarball, rendering the source distribution nearly useless. Fix this by including requirements.txt inside the source distribution.
