Resolves #107

Proposed Changes

  • Lower required scipy version to v1.7.0, but add note for users of scipy.stats.qmc.PoissonDisk in documentation warning that it requires v1.9.0.
  • Reorganize requirements so that MOSEK doesn't get installed in Binder.

Checklist

  • Write unit tests
  • Add new estimators to existing scikit-learn compatibility tests
  • Write examples in docstrings
  • Update Sphinx documentation
