Roadmap: M1 children, stale comments for step 9

- roadmap.json: add m1-export-project-decision to the p3-epic children list.
- docs.yml: the header names the milestone marker, not phase markers.
- bootstrap.sh: the Phase comment names phase: null as the key for Plan v1 issues.
