Add support for creating rpm packages w/hardlinks

This is required for https://github.com/dotnet/sdk/issues/52182

The CreateRpmPackage task does not appear to support hardlinks.  If you create a rpm from a layout w/hardlinks and install the resulting package, the resulting hardlinks are corrupt - some hardlinks are created but they created for the wrong files.
