Now we are getting the wrong exception type:

Assert.Throws() Failure

@dotnet-bot test NETFX x86 Release Build please (mysterious timeout)

@jkotas do you happen to know of a change that may have caused the MEF failure? GetASsemblyName on a file locked for read apparently used to give a FLE now it's a BIFE. I looked I don't see a change that leaps out. Does not seem terribly important case.

This is likely dotnet/coreclr#16752 . CoreCLR PAL does not lock files anymore.
