This modifies the names of the published build artifacts slightly, in order to reduce the amount of manual renaming that is needed when creating a new Release on GitHub and Nuget.org.

Motivation: dotnet/runtime#42328 (and there was another similar issue about some missing en-* locale)
Size regression: ~20kb uncompressed or 2.5kb after compression.
It adds all possible en-* sub-locales to icudt, icudt_no_CJK and EFIGS
Will backport to 5.0
