This pull request updates the following dependencies

Coherency Updates

The following updates ensure that dependencies with a CoherentParentDependency
attribute were produced in a build used as input to the parent dependency's build.

There are synchronization issues after updating a submodule in source-build-externals.

It doesn't look like the SBE changes from dotnet/source-build-externals#271 (which updated two SBE patches) have flowed into the VMR yet. Could that be the issue?

The sync error is:

error: src/source-build-externals/src/application-insights/LOGGING/test/Shared/CustomTelemetryChannel.cs: does not exist in index

This is really confusing because this file doesn't currently exist in the VMR. It also is not a new file in application-insights.

I think this is all related to microsoft/ApplicationInsights-dotnet#2671. For some reason, this file was removed in dotnet/dotnet@224de31 as a result of removing the patch. To unblock, I think we should try adding the file back in the VMR.

Also note that this file is present in the main-ub branch and that it doesn't have any syncing issues.

Add back file that was somehow removed during a SB patch removal (#77)

This is an attempt to unblock the sync issue in
dotnet/installer#18875.

This file appears to have incorrectly removed in
224de31.
With the changes in dotnet/installer#18875, this
file is being changed. It's absence appears to be breaking the sync
process.
