Adding deps package for Azure Linux 3.0.
azl.3is the moniker we use for this, as native packages are suffixed withazl3.This follows the model we used for all other distros, i.e. CBL-Mariner:
cm2->cm.2, RHEL 9:rhel9->rhel.9, etc.
