Now that we don't support CentOS7/RHEL7/Oracle Linux 7, update our runtime deps installers to be named for and target the v8 versions of these distros.

Unblocks dotnet/installer#16113

I'm considering this as part of the OS support change, which is documented in https://github.com/dotnet/core/blob/main/release-notes/8.0/supported-os.md, so I'm not going to add a separate breaking change notice for it.
