chore: upgrade to Yarn v4

Checklist:

• Run Yarn Berry migration guide
• Add new files to .gitignore
• Commit yarn to git with yarn set version 4.10.2 --yarn-path
• Change --frozen-lockfile calls to --immutable

This PR also:

• Makes our test fixtures safer by making them uninstallable both via .yarnrc.yml and by adding a dummy dependency to relevant package.json files.
• Moves Prettier back to devDeps (regressed in 8d64aa1)
