Unicode characters are incorrectly encoded in QR code

Repro by creating a QR code, for example, for SSID ssid_with_japanese_char_の. The resulting QR code, when scanned, gives an SSID of ssid_with_japanese_char_n. Other QR Wi-Fi generators such as http://zxing.appspot.com/generator/ encode the Unicode chars properly.
