The rollers should be back on their feet once they abandon their current runs. There was a post-submit test failure as well that has been disabled. |

Reverts #17332. The presubmit added here is failing for all commits and blocking progress of all rollers. An example of a failure is here. I believe the issue everyone is tripping on was introduced in a commit a few hours earlier in f0caace. I think (I am not sure though) the presubmits for this commit passed because it was not rebased on ToT.
