[camera_android_camerax] Fix camera preview rotation when capture orientation is locked

Corrects camera preview when the capture orientation is locked. This fix is required because the camera/camera CameraPreview widget rotates the preview according to the locked orientation instead of the device orientation when the capture orientation is locked; #8629 did not take this into account.

Fixes flutter/flutter#163857, finishes fixing flutter/flutter#154241.
