• Update CHANGELOG
• Cut a rug tag
• Add tag release notes
• Write blog post for Planet
• Publish blog post for Planet
• Submit PR to update BLT
• Make sure https://www.drupalvm.com is updated.

Almost finished, just need to do #1881 — plan on doing that either over this weekend or on first day or two of DrupalCon so I have enough time to put it through its paces (since 16.04->18.04 is not a super-simple change for downstream users, thus the major version bump).
