Better debug logs for ignored spans

Problem Statement

From what I can tell, there are no clear debug logs about which spans are being ignored via ignoreSpans and a user must manually check whether or not an ignored span shows up in Sentry.

Solution Brainstorm

Include debug logs showing the spans that are being ignored.

Additional Context

A customer is using ignoredSpans syntax that they expect to work, however it's not working. Because there seem to be limited debug logs, it's making troubleshooting much harder.
