Add missing Gitpod configurations for RubyMine and WebStorm.

How to test

• RubyMine

@felladrin unfortunately I cannot create prebuild since PR under gitpod-io, maybe you can move them under your forks, and run prebuilds that we can try?

@akosyakov, I was able to run the prebuild via https://gitpod.io/#prebuild/https://github.com/gitpod-io/gitpod/pull/13612

But I created the fork, as you suggested, so you can also run the prebuild from https://gitpod.io/#prebuild/https://github.com/felladrin/gitpod/tree/jetbrains/add-missing-references-to-ides

Reviewing this again, I've bumped up the VM resources in the hope that it will survive running prebuilds and tests with JB

For posterity: We keep getting connection errors in the prev env. We've tested the prebuild so we're fairly confident it will work in production.
