[Windows] Add Intel Gen7.5/Gen8/Gen9 GPUs to Angle blocklist.

Should help with the buggy drivers on old GPUs, see #95068

Driver names should work in most cases, but I have not found a reliable source for GPU device IDs, so the list might not be exhaustive.

I guess we might need to add Gen9 (Skylake) to the list as well, see #79955.

And maybe reevaluate System requirements page, all GPUs in the Minimum section are in this list, and I suspect Vulkan support is even worse than GL.
