Original V2_DISCOVERY_URI might be accessed when discoveryServiceUrl is specified

When service provided at discoveryServiceUrl returns NOT_FOUND, V2_DISCOVERY_URI is contacted, and there is no way to override it.

Expected behavior: if discoveryServiceUrl is provided, original googleapis URLs should not be contacted.
