cds: leaf cluster security config must not be inherited from aggregate cluster

Currently, the cds LB policy implementation incorrectly sources the security configuration from the aggregate cluster for all leaf clusters. This is a bug. Leaf clusters must use the security configuration defined in their own configuration instead.
