Email Notification for Comments on the Proposals #2155

Email notification for comments on the proposals used to earlier go to all participants in the conversation. This does not work any more.
For VizChitra, we have a very new and young community. They are not familiar with the funnel at all and will not be checking for notification on the HasGeek site to see updates or request for changes/feedback through comments. Email notification are really needed to bring this to their attention.
No idea what is not working on the production systems, but this needs to be fixed urgently.
