Allow searching for Submissions through submitter name

Currently the "Search" feature on the submissions page only allows search by the talk's title. Please allow searching with the Submitter's name also.

Never mind. It works. I think I pressed Enter and then the page no longer displayed results for what I'd searched for. That part of the behaviour is surprising.

Oh, that's just some primitive table search jQuery plugin that hides every non-matching row. It doesn't hit the backend at all. IIRC, we only have this because the browser's Find In Page feature is not available when installed as a PWA. Probably best to remove it and focus energies on making the actual search bar more usable.
