Updated chart-library repository reference to use the OCI endpoint.
With this new release chart-nodejs will now also be using an OCI endpoint, and available at
oci://hmctspublic.azurecr.io/helm.Guidance
All charts that currently depend on chart-nodejs will need updating when consuming this release to use the new OCI endpoint.
