Use multiple service/enclave-runtimes instead of inlined feature flags

Pro:

• Much easier to read
• Much easier to organize

Con:

• Redundant code

It is the path that substrate has taken too, so the trade-off seems to be legitimate.

However, the plan that we want to cleaner separate pure SDK code and usage of it will bring this change anyhow I guess.
