Sometimes the system does not start the second round properly

It does not happen very often, but sometimes the agents do not start on the second round. The worst situations is like the following in which we are on the step(9) and no agent has started. The system simple does not work.

There are other smoother situations in which during rounds transition just a few agents loose a few steps.
