Match bom version to minimum Jenkins version

The bom version should generally match the line associated with the Jenkins minimum version.

Confirmed that tests pass on Java 21.

Make sure you are opening from a topic/feature/bugfix branch (right side) and not your main branch!
Ensure that the pull request title represents the desired changelog entry
