Description of your changes:
This PR modifies the trivy workflow trigger to run on a schedule instead of for every PR in order to reduce the frequent rate limiting errors that we've been seeing. We can pursue a more thorough solution down the road if we ever want to re-enable trivy scans for every PR. It also deprecates the trivy cache workflow which is no longer necessary in light of these changes.
