As per #4640 (comment) this PR updates instruction for kube-rbac-proxy removal by restoring the original content under "## Required kustomize changes to have a single manager watching all namespaces and answer to webhook calls"and adding a new dedicated paragraph "## Required kustomize changes to remove Kubeadm-rbac-proxy"
