🌱: upgrade docker image for darwin to 1.17

The issue is ENVTEST_K8S_VERSION is set to 1.23 in all testdata makefiles, but darwin binaries are missing for that version.
I think the issue could be that the last cloudbuild pipeline failed because of timeout? I am not sure ...

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
