Pull request overview
Updates the Copilot coding-agent setup workflow to provision the Node/pnpm toolchain (and uloop-cli) earlier in the job so the agent environment has required JS tooling available.
Changes:
- Move pnpm + Node.js setup steps earlier in the workflow.
- Install Website dependencies via pnpm during setup.
- Install
uloop-clibefore running later uLoop skill update steps.
