#185 made me realize that we cannot test that the docs still build OK when a PR is raised. This PR creates a new workflow that runs on new PRs.
Still not sure if this will also trigger on workflow changes itself but I have updated the checkout and python version to v6 in this workflow (the same thing that #185 is also trying to do.
so if this goes well, we can merge that too.
