Two classes of note in here - I extracted AbstractResourceManager and AbstractResourceCommand to simplify implementing new managers and commands. Not every resource noun will work with the assumptions in these classes, but when they do, you almost have no code to write.
Check out RoleManager and CreateRolesCommand - they hardly have any code in them now.
