Summary

Chrome 138 onwards supports the Summarizer API; the relevant ChromeStatus entry says 139, but I've been told this is incorrect.

This PR adds data for the Sumarizer and CreateMonitor interfaces, and the summarizer permissions policy directive. The regular collector runs would probably pick these up in a version or two, but this is a high-priority API for Google to get documented, so I am trying to get it done in advance.
