Add build/ci checks to this repo

There isn't much setup in this repo. We should figure out what we want to do for build/ci checks & implement that.

We used to have tests for examples but they were removed while we move the examples. As mentioned here and in mesa/mesa-geo#163 (comment) we can add them back as part of ci checks.
