fix #238725

  • Added a command Developer: Show Telemetry to show telemetry output. This sets log level to trace only for telemetry logs.
  • Clean Up:
    • Use single telemetry log file per process (local ext host, remote ext host, web worker ext host) - the log file across processes should not be shared
    • Show server telemetry
